Paul Filippelli,

Paul Filippelli is the President of FCyd. In May of 2009 Paul graduated in the top-ten of his class at Pickerington North High School. He is now a first-year student at The Ohio State University, majoring in Political Science.
Ami Williams,
Ami Williams is the Treasurer of FCyd and is the president of the Fairfield County Democratic Club. In August of 2008, Ami secured a lease for the office space now known as the Fairfield County Young Democrats Headquarters located at 118 N. Columbus St. Lancaster, Ohio. FCyd maintains the only Democratic Headquarters in Fairfield and is the only chapter of Ohio Young Democrats to do so during the 2008 election cycle. She is a 2006 graduate of Ohio University, earning a B.A. in Political Science. Ami chairs the Finance Committee for FCyd and is working on the 2009 budget and fundraising efforts for local elections in November 2009.

Adam Schneider,
Vice-President (term ends 08/2010)
Adam Schneider is the Vice-President of FCyd and represents precinct Lan6-D on the Fairfield County Democratic Central Committee. Adam is a 2009 graduate of Lancaster High School and currently attends Capital University, majoring in Political Science. He is founder of the Lancaster High School Young Democrats Club. Adam is also active in Boy Scouts of America, and he earned the distinction of Eagle Scout in 2007. Adam is running for a seat on the Lancaster City Board of Education. CONSTITUTION
FAIRFIELD
COUNTY YOUNG DEMOCRATS
ARTICLE I
NAME
Section
1. The name of this organization
shall be the Fairfield County Young Democrats.
ARTICLE II
PURPOSE
Section
1. We, the young adults of Fairfield
County in the state of Ohio of the United States of America, join together to
form the Fairfield County Young Democrats, in order to introduce, develop, and
inculcate in young people an active interest in governmental affairs and the
electoral process in local, state, and national levels of the United States of
America. This organization shall foster and promote the philosophy,
principles, and goals of the Democratic Party; develop leadership skills in our
members; involve ourselves in programs to improve voter education and
participation; contribute to the well-being of the community at large; and
provide for all citizens through its administration the highest degree of
justice and social welfare.
ARTICLE III
MEMBERSHIP
Section
1. Any individual, regardless of race,
creed, gender, sexual orientation, or national origin, who professes and
demonstrates allegiance to the philosophy, principles, and goals of the
Democratic Party, shall be eligible to become a member of the Fairfield County
Young Democrats.
Section
2. There shall be two (2) classes
of membership in this organization:
A) Regular Member– Any person age eighteen (18) or over and has
not reached their thirty-sixth birthday at the beginning of the fiscal year;
meet the basic requirements of the Constitution; a Regular member may
participate in all aspects of the organization upon receipt of the prescribed
application and dues.
B) Supporting Member– Any person who has reached or passed their
thirty-sixth (36) birthday of the beginning of the fiscal year; meet the basic
requirements as set forth in the Constitution; a Supporting Member may
participate in all aspects of the organization upon receipt of the prescribed
application and dues with exception to voting, holding elected office, or
serving as committee chairs.
B) Associate Member- Any person who is not registered or eligible
to vote in the State of Ohio or the United States; any person registered to
vote outside the boundaries of Fairfield County; an Associate Member may
participate in all aspects of the organization upon receipt of the prescribed
application and dues with the exception of voting, holding elected office, or
serving as committee chairs.
ARTICLE IV
VOTING
Section
1. For all votes each individual
member shall have one vote.
Section
2. There shall be no votes by
proxy.
Section
3. For all votes all members of the
Executive Committee shall have one vote.
ARTICLE V
OFFICERS
Section
1. The elected officers of this
organization shall be a President, Vice President, Secretary, and Treasurer.
Section
2. The President of this
organization shall appoint all appointed officers.
Section
3. The Executive Committee of this
organization shall be composed of all elected officers as voting members of the
Executive Committee. Non-voting members of the Executive Committee shall
include all appointed officers.
Section
4. The terms of office for all
elected officers shall be two (2) years. An officer of this organization shall
not hold two (2) or more offices at the same time. The offices of President and
Secretary shall be voted upon every odd year. The offices of Vice President and
Treasurer shall be voted upon every even year.
Section
5. Any regular member who has not
attained his or her thirty-fourth (34th) birthday shall be eligible to become a
candidate for an elected office.
Section
6. The election of officers shall
be held at the Annual Meeting.
Section
7. The duties of the elected
officers shall be as follows:
A) President – The president shall direct and be responsible for the programs and
development of this organization; shall be the presiding officer at all
meetings; shall propose the annual budget; and shall chair this organization's
Executive Committee.
B) Vice President – The Vice President shall perform the duties and responsibilities of the
President in his or her absence or incapacity and shall perform such other
duties as assigned by the President or the Bylaws of this organization.
C) Secretary – The Secretary shall maintain a list of all officers, committee
chairpersons, and members of committees; shall notify members of meetings;
shall conduct correspondence as directed by the President and shall read
important correspondence or a summary of it at the meetings. The Secretary
shall take and keep minutes of the meetings of this organization; shall take
roll calls and mark the absence of officers at meetings in the minutes; shall
read minutes of previous meetings; shall take charge of all documents belonging
to the organization when requested.
E) Treasurer – The Treasurer shall receive and deposit all money received by the
organization; shall maintain records of all funds; and shall pay by check,
whenever feasible. All checks written by this organization shall bear the
signature of both the President and Treasurer. The Treasurer shall
deposit all money in federally chartered banking institution; shall pay bills
submitted by officers and members only when the President authorizes and when
receipts for such expenditures are submitted; shall give a statement of
finances at every meeting of the Executive Committee; and shall give a complete
financial report at the Summer Meeting.
Section
8. The duties of the appointed
officers are as follows:
A)
Immediate Past President - The Immediate
Past President shall assist the President and Executive Committee as directed
by the President, shall assist the standing committees, and shall perform any
other duties as provided in the Bylaws of this organization.
Section
9. In the event that the President
of this organization is permanently unable to perform his or her duties as
determined by a vote of three-fourths of the Executive Committee, the First
Vice President shall become this organization's President. The new
President shall then appoint a regular member to fulfill the duties of the First
Vice President for the remainder of the unexpired term, with the approval of a
simple majority of the Executive Committee.
Section
10. In the event an officer, other
than the President, is permanently unable to perform his or her duties, or a
vacancy exists on the Executive Committee, the President shall appoint a
regular member to fulfill the duties for the remainder of the unexpired term,
with approval of a simple majority of the Executive Committee.
ARTICLE VI
MEETINGS
Section
1. The President shall call at
least three (3) regular meetings of this organization's Executive Committee
each year to be held at a time and place approved by a simple majority of the
Executive Committee.
Section
2. The President shall call one (1)
annual meeting per year that shall be known as this organization's Annual
Meeting. Time and place shall approved by a simple majority of the
Executive Committee.
Section
3. In order for a regular meeting
to occur, there shall be a majority of the elected officers and at least fifty
percent (50%) of the presidents, or designee as provided by the Bylaws, of
chartered chapters present, and this number shall constitute a quorum.
Section
4. Notice of all regular meetings
shall be sent by U.S. mail, electronic mail, or any other means provided for in
the Bylaws of this organization at least seven (7) days prior to any regular
meeting.
Section
5. Special
meetings of this organization may be called if at least three (3) officers have
expressed good cause for such a meeting. Notice of such a meeting shall
be sent by U.S. mail, electronic mail, or any other means provided for in the
Bylaws of this organization ten (10) days prior to the special meeting.
Those officers requesting a special meeting shall state the need for such a
meeting and sign this notice.
ARTICLE VII
PARLIAMENTARY AUTHORITY
Section
1. The rules contained in Robert's Rules
of Order Revised shall govern all meetings to the extent that they are not
inconsistent with this Constitution or the Bylaws of this organization.
ARTICLE VIII
AMENDMENTS
Section
1. Amendments to this Constitution
may be submitted at any regular meeting and must be presented in writing to the
Secretary.
ARTICLE IX
COMMITTEES
Section
1. Standing Committees- The President
shall possess the power to appoint a Regular Member to serve as chairperson
when a chair is not designated. An appointed Standing Committee Chairperson
shall hold a term of one (1) year.
A) Membership Committee- Oversees recruitment of members, responsible
for maintaining an accurate roster of members and report appropriate
information to FCyd Secretary, welcomes new members with follow-up letter/phone
call/e-mail, tracks age and birthdays of members, and ensures all members are
registered to vote in the State of Ohio, supports FCyd Liaisons with recruiting
members and encourages dual membership in both FCyd and Liaison organization.
B) Communications and Publicity
Committee- Provides press releases for
upcoming events, makes recommendations and places, upon approval of members, ads
in local publications and other media outlets, drafts letters to the editor on
behalf of the group and candidates, helps provide content (write-ups and
photos) for the FCyd website.
C) Finance Committee- Creates the yearly budget, coordinates with
other committees to submit a budget for general approval. The Treasurer shall
be chair of the committee.
D) Fundraising and Events Committee- Coordinates fundraising events or projects,
plans and staffs at least one events per year (i.e. dinner/banquet), and
coordinates with Finance Committee to set yearly fundraising goals.
E) Campaigns and Elections Committee- Assists the candidates for office and acts
as liaison to FCyd on candidates’ behalf, coordinates and recruits volunteers
for campaigns and poll workers, oversees the endorsement process, recruits
candidates for office (including Democratic Central Committee), and works with
Ohio Young Democrats on the “RUN20__ programs.
F) Headquarters Committee- oversees the maintenance and staffing of the
headquarters, and maintains headquarters’ events scheduling.
Section
1. Select Committees- The President shall
possess the power to appoint an Associate, Regular, or Supporting Member to
serve as chairperson when a chair is not designated. An appointed Select
Committee Chairperson shall hold a term of one (1) year.
A) Democratic
Business Alliance (DBA)- Shall be a
dynamic outreach program which allies business professionals and the general
public for the Democratic purpose.
1. The
Democratic Business Alliance (DBA) shall be governed by the Fairfield County
Young Democrats (FCyd) and its Executive Committee.
2. The President
of FCyd possesses the power to appoint a board consisting of four (4) trustees
to oversee DBA initiatives. A trustee may be an Associate, Regular, or
Supporting member.
3. Each trustee
holds a term of one (1) year.
4. Any
Associate, Regular or Supporting Member of FCyd shall qualify for membership in
DBA.
5. DBA and its
board shall develop its own bylaws so long as no bylaw(s) conflict with any
charter or the Constitution of FCyd.
ARTICLE X
ELECTIONS
Section
1. Elections of officers will be
held at the Annual Meeting of each year. All terms are for two (2) years with
no officer serving more than three consecutive terms. Offices take effect
within two (2) weeks following the Annual Meeting.
Section
2. The order of elections will be as
follows: President and Secretary (in odd years) and Treasurer and
Vice-President (in even years).
Section
3. Election Process:
A) Nominations: Any Regular Member may be nominated from the floor by another Regular
Member. If the nominated member is not present, he or she shall have five (5)
days to accept the nomination in writing to the presiding officer of the Annual
Meeting. No one person may seek or hold more than one (1) office per election.
If said person is nominated for more than one position, the person must choose
the office in which he or she wishes to run. The nomination process shall occur
at a regular or special meeting to be held no later than one month prior to the
Annual meeting. Notices shall be sent to all members in good standing.
B) Election: A Regular Member must be present at the meeting to cast his or her
vote. The candidates will be allowed three (3) minutes to speak in the
beginning of the meeting before casting votes. Votes shall be by paper ballot
and the presiding officer shall appoint two (2) tellers to count all secret
ballots cast. Each candidate shall be permitted one (1) observer. Results shall
be announced at the Annual Meeting.
ARTICLE IX
HIGH SCHOOL/COLLEGE LIAISON PROGRAM
Section 1: FCyd hereby establishes a Liaison system to
facilitate communication between and among like-minded/similar Young Dems
groups with area county schools and colleges.
A)
Responsibilities of FCyd to Liaison groups- Provide
assistance in organizing YD groups at area schools and with recruitment of
members, speak at select meetings, help with issues where schools are
discriminating against the organizing and formation of a Young Dems group.
B)
Responsibilities of Liaisons to FCyd- Attend
FCyd meetings and provides updates on
group activities, encourages its members to join FCyd, coordinates efforts in
campaigning and other projects, joins online sites such as Facebook or MySpace
groups to facilitate communication.
Section 2: If so desired, the President of a high
school or college Young Dems group automatically becomes a Liaison to FCyd.
Otherwise, the President of FCyd reserves the power to appoint any member of
such group as a Liaison to FCyd.
